As this election is required by Measure J, the developers are paying for the cost of the election.

The physicians will present information from their experience regarding ways in which Medicare, or a comprehensive Single Payer insurance system such as that proposed in Senate Bill 810, can deal with this problem.

Gerald Rogan, M. D., former California Medicare Part B Medical Director, will discuss the lessons learned from Medicare - the need to address the costs related to abuse, waste and fraud. Bill Skeen, M.D., Executive Director of Physicians for a National Health Program- California, will then describe what a single payer finance system is and what SB 810 offers.

Finally, Assembly Member Yamada, a co-author of S. B. 810, will then focus on the state's budget crisis and the challenges of passing SB 810. After responsive comments from the panel, questions will be taken from the audience.

The purpose is to make clean air a public health issue and counter the effort of some members of Congress to strip the EPA of its authority under the Clean Air Act of l970 to enforce provisions limiting harmful carbon pollution from power plants, factories, and trucks. The LWVD will offer a unique opportunity to visitors to join in a national campaign to sign the "Clean Air Promise." The LWV, in association with partners in the energy and public health communities is asking members of Congress, community leaders, and citizens to promise to protect the health of children and families from air pollution.
